Robert, that is nothing short of thievery.  And I bet they didn't disclose that tidbit before you did the work.  I had one, Linear Title in MD, that talked me into going 100+ miles to do a search.  It took 2 hours to and 2 hours from in travel time and mileage, over two hours to do a detailed search, $25 in copies, then they stiffed me.  Would never return phone calls or faxes.  Never paid.  That is going on two years now.
