I'm surprised that Connecticut allows a DUI defendant to refuse a breathalyzer test.  Pennsylvania is an implied consent state, meaning that anyone who drives, operates or is in actual physical control of the movement of a motor vehicle is deemed to have given his consent to have his blood/breath tested for the purpose of determining the presence of alcohol in his system.  A refusal to submit to blood or breath testing means an automatic one-year suspension of the defendant's operating privilege.
