The intranet idea is interesting, but I don't think that would be cheap. Typically, those types of networks are very short range. To be compatible with standard wireless network cards, it would have to an 802.11 standard, the distance of which is typically measured in feet. You might be able to get 1,000 feet reliably. I have heard about signals being boosted up to 2 miles, but those are usually directed point to point connections, not widely broadcasted. There have been some small cities that have attempted city-wide Wi-Fi and it requires several network access points and some pretty expensive equipment to boost the signal.
There are some more sophisticated networks that could be possible solutions, but it would require those who wish to access the network to buy special relievers. I'm not sure what those would cost. Those are typically X-FM networks.
Very interesting idea though.
