The doctrine of practical obscurity vis-a-vis public records is well-settled in the law. It is quite a stretch to imagine that the intent of open records legislation was to allow publication of people's sensitive personal information to a worldwide audience over an unregulated medium like the Internet.
What you call "fear-mongering", I call common sense. The Constitution doesn't guarantee anyone the right to not be inconvenienced. How many more Amy Lynn Boyers must be victimized before people wake up?
