Connecticut Town offices (Land Records, tax, assessor, building dept., zoning enforcement officer,  etc.) have been doing something like this for years to serve "the average working Joe."

The total hours are the same, it is the work day that changed.  For example, open "late" (normally close at 4 pm) until 7 pm on Tuesday and Friday close at noon .  This allows working voter/taxpayer Joe to do his building permit, pay tax, meet with ALL town officials business without taking time off from his job.  Surveyor/abstractors/recording attorneys can  work late on a search or record "late" on Tuesday.   Worked well with the unions - same hours, but happy union employees get a half-day on Friday.  Happy taxpayers/voters who no longer had to take time off from work to do their business - the first year this was done the VOTERS showed their approval when re-election time came around.  The key:  Call before you go to make sure the office is open.  In our state, all 169 Towns (Land Records) keep different hours.  Small towns may also close for lunch - you need to know that and when they plan to "take lunch that day."
