Diane: I am not familiar with what you are asking- what are "bulk sales certificates"? Is this the kind of thing that David Bloys is always talking about- where the clerk's are selling their records to companies at a reduced rate from anyone else- where in they purchase the bulk land records ?
( how they index and manage those is a mystery to me)Or  are you referring to some other "bulk sales" function ?
