Actually Steve, It was your own state of Virginia that was one of the first to take the reckless aproach to puttting everything online. They've spent years trying to correct the situation and as far as I can see haven't succeeded. Their latest ploy is to "blame the messenger" by passing a law to stop anyone besides their vendors from publishing Social Security numbers online.
In addition, most of these websites do not provide the official records that our clients need in case of legal action. The website disclaimers plainly state this and make it clear that the information found on the sites should not be used for legal or professional puposes. Most even include in all caps "USE AT YOUR OWN RISK!"
If you're going to use these services, shouldn't you warn your clients that searches you do for them are no more reliable than your source? Shouldn't you warn your insurance carrier you are using a source that by their own disclaimers is unrealiable?
