Have you spoken with the insurance regulators about payment to abstractors?  I would be surprised if they would get involved.  I think their role is to protect the insureds.  I don't think they would help an abstractor get paid any more than any other creditor of one of their agents (e.g. the phone company, office supply store, or the guy that mows the lawn).

Reports of unpaid creditors might prompt an investigation and cancellation of an agent if there are problems with the escrow accounts.  But, I doubt that is an issue at this point.  They are most likely already aware of the situation and Mercury is defunct and in the process of selling their Colorado operations to FNF (if I understand correctly).
