I am in full agreement with both of your postings.  My perspective has always been the same.  However, New York State is once again operating differently than the other states it appears.  My agent told me that the state has actually charged several companies in this situation and apparently has a desire to apply this standard going forward.  I hope I am wrong because it would severely affect our industry.
