Hello Steve,  I know nothing about this company other then what was posted. If they did not pay their examiners before why would anyone think they are not going to do the same thing again and then just have another reorganization and all the new examiners say how great they are since the re-reorganization. The only way for them to redeem themselves is to pay past invoices in full.I know if I did work for this company I would get my money up front and I hope most others do the same.
