It would be interesting to carefully craft a reply that imposes exactly the same penalties on them as they  impose on you for "any" failure to comply exactly as is outlined. Increased fees for not paying on time- increased fees for erroneous or missing information, increased fees for failure to specify exactly the kind or nature of the search being requested, and of course- late fees for not receiving the check in a timely manner-all of which would put them on "probation" for a period of time until they could comply with the "industry" standards for title examination and payment for the same.
They just might see the ridiculousness of their venture to streamline someone else's business rather than concentrate on their own. It is interesting that so many companies-(IE-VMC's) want  to fix or reduce costs for our companies in an  attempt to cut costs to them-when they should be focusing on their own internal costs and try to reduce them somehow- maybe with similar techniques they try to push on us
