I have bought real estate at tax sales in Pennsylvania on three different occasions, and each time made money. Each state has very different rules for tax sales, and what holds true in one state does not hold true in another. My suggestion would be to find an experienced independent title searcher or attorney in the county & state in which you are considering buying, and offer to pay them to explain how they would go about doing it. I have a friend who used to charge $1000 to teach someone how to title search -- I would think that this would cost less. Things are slow all over, and a searcher might be glad of the extra income.
