Glenda, this is the same lame excuse many recorders use to skirt the issue. In most states it is true that they have to record the document exactly as recorded. It is also true that they DO NOT have to put the documents online.
Something your recorders might be interested in knowing is that an Ohio appeals court just ruled that officials can be held accountable when their actions knowingly put their constituents in danger of identity theft by publishing the records online.
I think once this gets out you'll likely see more and more officials pulling the plug on their websites. I've never understood why some officials have been so willing to sacrifice the security of their constituents for the convenience of those outside the jurisdiction.
