It was not a lecture, but a tract put out by William J. H. Boetcker in 1916. He had a quote or quotes from Lincoln on one side, and his own statements (the one's cited) on the other.
Reagan made the same mistake in his first acceptance speech, thinking they were quotes from Lincoln. Reading them, it does seem odd that someone would think it was Lincoln. The statements do not sould like something he would have said, just do not fit the time and concerns.
