I think you are right Steve. I've spoken with several national vendors in the past few months and although I'm not talking to top decision makers, the feel I am getting is that the decision makers are re-examining their relationships with the foreign outsourcers.
It has always been the deceit that bothers me the most. Starting with a caller using a name that is not his and claiming to work for a company in Delaware but is actually somewhere in India. If an American company were to operate in such a deceptive manner, claims of deceptive trade practice would fall like rain. I think there are laws that require manufactured goods and farm products to carry a label displaying the country of origin. If the same "Made in" label were applied to title work the American consumer could decide who they want to do the research for the most important purchase they will ever make.
