Correction: the one that President CLINTON allowed to happen. The security failures of the Clinton administration prior to the attacks are well-documented in the 9/11 Commission Report. He had EIGHT YEARS to deal with the threat.
By contrast, President Bush was in office for only eight MONTHS when September 11 happened. It took at least that long for the incoming administration to clean up the childish and petty vandalism (overturned desks, lewd graffiti on the office walls, etc.) in the Executive Office Building and to replace all the computer keyboards that had the W's broken off of them.
As for the Iraq war, General David Petraeus testified before Congress in 2007 that the troop surge has reduced violence and resulted in greater political stability. Since then, the violence continues to decline. Now that Iraqis can walk the streets at night in comparative safety, merchants have reopened and property values in many areas are recovering. But, okay, you wanna call that a failure, fine with me.
