this is hard to answer.  I never covered the whole state when I was there and even in my area, some did, some didin't.  Harrisonburg does not everything is in the county records, Winchester does but its in the same complex, Charlottesville does in a separate building, Waynesboro does in a separate building miles away, Staunton does in a separate building, Luray does not, Woodstock does not, Buena Vista does in a separate building many miles away.  Hope that helps.
