Ellen: If you are requesting an increase to $60 then you are doing these titles for less- not a good thing-- those fees are way too low. Take a look at the trustee's reports that are required to be filed for accounting of the monies handled by these firms- quit often the 'title fees' are listed- those fees are in a broad range, but where I do work, they are anywhere from $200 to $375. ( I do work in the Northern Virginia counties)
You are not getting what you deserve- especially with pre-foreclosure cases- just send them all a notice of "revised fees" and list your new charges- maybe $100 for the title  plus copy charges at $1 a page, explain how the liability of these type of searches is considerable more since the owners are probably in financial trouble in other areas of their lives also- like credit cards, loans, judgments, etc
Give it a shot- only thing they can do is go find some one else to do these for so little money!!!
