First, I'll admit I wish we had a law such as this in Illinois.  And, far be it from me to argue with the great State of Pennsylvania.  I do have a couple of questions out of curiosity:

1) If you are required to charge at least the amount of "the rate for a minimum title insurance Policy", aren't you then charging a premium for insurance whether or not the insurance policy is actually issued?

2) Was this law written by the PLTA?
