No. I don't think that has anything to do with paying for the searches. I don't want to charge a consumer a cancellation fee when most of the time it isn't the consumer's fault their loan fell-through. That is a cost of doing business, and so is paying for the search. If anyone has so many orders cancelling that they can't afford to pay for their searches, they aren't charging enough, or they have a real dog of a client (referrer).
I just don't have an issue with cancellations. It happens, but its a very small percentage of the orders we deal with.
