Yikes... what a mess.  I can see how that could happen.  But, in this case, it doesn't sound like a newly built condo, since the guy spent $30,000 fixing it up.  I guess you never know.  It would be nice to know more about this mess and how they will go about fixing it.  Quite an interesting problem.
