The Beaver, being a strict conservationist, will eventually ends it's pursuit of "Dam Height" and the stream will once again return to  it's previous flow rate. Bryan just has to be patient and he will regain his stream rights, it might take a while, but not too long- the Beaver is a very dedicated entity, the the stream will flow once again, probably well before any court action could or can be scheduled.
