The issue seems limited to Ohio law. I am not qualified to offer an opinion as to the state of the law in Ohio. However, as a general matter there is much law , particularly in the western states with respect to riparian rights. It is my understanding that as a general principal all property owners whose property benefits from the continued flow of a water course have a right to the continued benefit of the flow.
You would need to research the statutes and case law of Ohio for an answer specific to the problem. However, I would be willing to bet that Bryan has a cause of action against Chris to restore the flow of the water course to his property.
