You should find out who he stole the copy codes from and have them as a group go to the county clerk and report him (hopefully they have evidence) and get him thrown out of the county.

If these counties are smaller counties I am sure they wouldn't put up with this and would ban him from doing searches.

Its at least worth a shot.
