Ditto - not all business is good business.  I think some of the slow pay now maybe because everything is taking 3 months longer to close (at least in my experiences).  During this economic chrunch some companies don't have the "extra" cash to go ahead and pay before the closing.  Doesn't make it right but it could be one of the reasons.
