ACRIS is still free and I think you are correct that the county does charge .50 cents a page when folks walk in. The incident I refer to happened before ACRIS - or maybe during the transition, I can't remember.
There has been some very shadey stuff that has happened in the past in the Boroughs - and it is always scarey to 'call out' the clerk for fear of retribution.
