We went through a period in New York City where the clerk was charging 50 cents a page to make copies for abstractors - and it turned out to be completely illegal.  I don't remember all the details, but we were among a small vocal group of folks who refused to pay for the copies and had to explain to our clients why other companies were getting copies and we couldn't.

If I remember correctly, the truth eventually came out and things went back to 'normal' - but it does go to show that it is worth investigating what services the clerk can legally charge for.
