Wow! I do not know if Michigan law permits that charge, but I don't think Ohio would. Aside from that, it just seems very rude to charge you a fee to do something that you could easily do yourself if the public terminals weren't being tied up by "geneology researchers." Did you ask one of them if you could use the terminal for a moment? I have found that most of these geneologists are friendly enough to share, especially when they know that they are tying up resources for long periods of time.
