Requiring auto insurance has not solved the problem of uninsured motorists. In states which require auto insurance, about 15% of motorists are still uninsured, which is about the same proportion of those without healthcare coverage. Besides, "free riders" are not as much of a burden as they are portrayed to be. A recent study showed that only about 3.5% of healthcare costs account for uncompensated care.
