Seems to me, if it were the altruistic researchers making the breakthroughs in research, there would be no patents on the work. Or, that their patents would be held only for the purpose of disallowing others from patenting their discoveries. Are there any drugs, or techniques, or anything, that have not at some point been subject to patent laws?
To be honest, I have never heard of any laws, international or national, that prohibit research by anyone other than a patent holder on a specific gene.
I do agree that anyone with a research grant from the government should be required to cede a proportionate benefit back to the entity that has provided the grant money.
