Owning and operating a vehicle is still a choice. You don't need it to live. You can be other things besides an abstractor. Food, clothing and shelter are necessities...doesn't mean the government should be buying everyone a house. You could make the same argument for homeowner's insurance. If (heaven forbid) Rob Franco's house burns down, the rest of us pay for it with higher premiums.
Besides, some medical services that traditionally aren't covered by insurance (chiropractic care, for example) remain affordable. Nobody cares what something costs when they're getting it for free. I'm not saying there isn't a problem, I just don't think that government involvement is the solution.
