Candidate Obama pledged openness and transparency regarding the healthcare reform bill at least eight times on the campaign trail, promising that Congressional negotiations would be televised on C-SPAN.  In light of this, I think that President Obama should step up and tell Congress that unless they agree to broadcast the negotiations to reconcile the House and Senate versions, he will not sign the bill.
