I know exactly who this client is.  I went thru most of the same request.  But, when they asked me to get copies of the ENTIRE files in probate, I politely told them not to send me anymore work.  They were just TOO demanding and didn't want to pay for copies.   I'm like you, I think they just sit around and think of new policies to enforce.
