Very nice question.  Here in Ohio, we are not under the Uniform Condo Act, but our rules are pretty darn close.  In the vast majority of condo developments, it would not be allowed without the consent of the condo board.  The LCE garages are granted by the developer and included in the purchase price with the understanding that they run with the units.

We do have some that have been developed with the garage units being specifically separated from the condo units, in which case they are given a separate parcel number and can be sold to other unit owners without board consent.

Bottom line to me is the declarations and bylaws need to be read carefully to see if the issue is addressed.  If the right to convey without board approval is not spelled out, I would think it cannot be done.
