Change your terms and charge them up front.
Cut your costs by using a digital camera to image docs, convert them into pdf's and email them to the client. Give them a copy of the county request form, website, email and mailing address in case they want to order certified copies themselves.
The only added cost you have is for travel, which you'll build into the per-report cost.
Add a pile of extra disclaimers, notices, warnings and disclosures to your report structure to accommodate these changes.
