I too am having trouble with the local treasurers.    What I have resorted to is contacting the County Treasurer, then there is a valid complaint.   I document the information and if the matter persists, I call again and again.    I am in Southwest Michigan, and there has been some change with the Counties I deal with, but when I am waiting a week or more or return calls, I don't hesitate to pick up the phone yet again.
