That is the problem... the client shouldn't be dictating what they will or won't pay for. The correct question to ask is "does the abstractor charge for copies?" If FNF, or anyone else for that matter, doesn't want to pay for copies, they need to find abstractors that don't charge for them. If they hire an abstractor that does, and it's clearly indicated that they do on their fee sheet provided to the company, then they have to make the choice whether or not they want to use that abstractor. They can't just order services and THEN say "we don't pay for that."
I just don't understand why abstractors let their client dictate their billing terms.
