In Kentucky if a lien or mortgage is not properly recorded in the County Clerks office ( Deed room) it does not attach to real estate. I have seen numerous times where a judgment from another state is recorded in a KY deed room because the person owns property in a certain county in this state. It is the responsibility of the person trying to collect on the lien to properly record their lien, thereby putting people on notice that a lien exists. It would be an impossible task for us to search every database to collect every bit of information on individual. It would also be a huge waste of time because again the only documents that attach to property are the ones that have been properly recorded in the County Clerks Office.
