Heck - maybe I should just go to law school!
In my experience, most non-payers either are attorneys (no offense!) or have one - that is what gives them the confidence to not pay.
I have also found that the amount of time and effort required to persue these small debts usually mitigates any payment we receive. As a business owner I can't help but calculate my hourly rate when I work on collections ... traditionally it is below minimum wage.
Anyone feel like doing any pro bono work? ;-)
Just kidding - I feel pretty confident these folks will end up paying at least most of what they owe.
