The context of then-candidate Obama's proposal doesn't change a thing.  The words "powerful", "strong" and "national security force" don't bring to mind images of a benign public service organization like the Peace Corps,  which I'm sure you would be pointing out if the man had an (R) beside his name.

You'd think that someone as articulate, smooth and polished as this guy is would have chosen his words a little more carefully.
