There's a blog post by Allahpundit over on hotair.com about a story in the New York Times that points out that very thing:

I’d call it comedy gold if not for the obvious point raised by the Times: “If they did not know exactly what they were doing to themselves, did lawmakers who wrote and passed the bill fully grasp the details of how it would influence the lives of other Americans?"

Looks like you were ahead of the curve on this one, Douger.  Just think, if the abstracting thing didn't work out, you could have a fine career as an investigative journalist.  I'm just sayin'.
