Actually, as the bill is worded, members of congress (and their personal staff) no longer can participate in the Federal Employees Health Benefits Program as most of them do now. From the bill on page158, "Members of Congress and congressional staff will only have access to plans that are created by the health care bill or offerd through the exchanges estalished by the bill". So, oddly enough, they will have less choice than the rest of us as they can no longer participate in FEHBP. It was based on language presented in an amendment by Sen. Tom Coburn.
