People who work in government policy positions are entrusted with providing a very valuable service-- they are stewards of very important government institutions-- for example, Geithner's former service at the New York Federal Reserve.
That's not to say we never get poor service from our government officials-- we often do. But there's no question that there is a service that is supposed to be provided by people who work in government-- services which are very much wanted and needed.
You'll have to expand on why you think my arguments are a perfect example of pessimistic bias-- I take my Caplan seriously, and consciously try to avoid those kinds of bias, so I won't believe you unless you provide some explanation!
