The title insurance rates, in SC, as in many other states are dictated by the South Carolina Department of Insurance.  In addition, SC is another "attorney only" state.  Neither signing agents or escrow companies, may close any real estate transaction in SC, including, but not limited to, Deeds, Mortgages, Modifications, etc.
