Don't pay the copy fees at the county:  take a digital camera and photograph the documents yourself off the computer screen or microfilm reader screen.  You'll have a free (minus the cost of battery charging) copy in a digital format for you to review anywhere and at any time.  If the client wants a copy then the cost in time to attach a file and send it to their email service is the only cost.  They can print it on their end at the cost of their own printer ink, paper, wear-and-tear, and time.

If they need certified copies of original records, then this is a different matter and we refer them directly to the county online ordering to get such materials so that it's sent to them directly, at-cost (no chance for us or another intermediary firm to create a  mark-up) and at their direct credit charge.  It may be a bit slower depending on the county's staff availability and how they ship it out, but it takes it out of our hands.  When they dislike that solution, we offer to do it with a mark-up, and the ball's in their court.
