Reminds me of the old Reagan adage regarding our nuclear weapons treaties with the Soviets, "trust but verify--" which everyone knew really meant "don't trust those Godless Soviet bastards-- verify!" 

Funny how they saw no need to verify anything before they adjusted your invoice in their favor, eh?
