In my opinion.. the recorders are SELLING the records to Tyler Technologies.. and in return to the "appointed" recorders.. they, meaning the county.. retains the rights to the "sale" of the copies..
The breakdown of the recording fees via at the counter or via their special agents.. is in itself also revealing.. to say the least.
A Monopoly in the works in my opinion.
