What's the point of the notice?  Are they asking for money or offering to clear the title for a significant sum? 

My husband & I got an officious  letter from a mortgage company a while ago that indicated that since we were in financial trouble (which we weren't) that they stood ready to help us out with a nice little refinance package (interest rate to be disclosed after we signed something).  The envelope was decorated with all sorts of  "official notice - to be opened by addressee only" stickers & there was some sort of fha connection implied in the verbiage.   It gagged my shredder & we've never heard back from them.
