You need to review the law of secured transactions within your state to answer this question.This would probably be found in Chapter 9 of the UCC.  In Connecticut the Financing Statement when recorded creates the encumbrance. They need to be renewed every 5 years.   The termination terminates the encumbrance. However, you need to see if your state follows this rule, or if something different is required.
