Bill and Leigh I don't know of anywhere in NY State where you can get away with using a scanner or digital camera for copies.  I believe Robert has talked about it before as well and most would view this as theft.  I would not encourage or allow any of my vendors or employees to participate in such a practice.  There is even one County in NY that I can think of that you're not allowed to use a Cell Phone in the Clerks Office.
